President Trump Lifts Commercial Fishing Ban In Central Pacific-Fishing Industry Celebrates

President Donald Trump signed two executive orders and a proclamation aimed at reducing regulatory burdens on the U.S. fishing industry, and combating unfair foreign trade practices and reopening 400,000 square miles in the Pacific Ocean to commercial fishing.

The area, previously protected by Presidents George W. Bush and Barack Obama to preserve the marine environment and historic sites around Wake, Baker, Howland, and Jarvis Islands, Johnston and Palmyra Atolls, and Kingman Reef, was deemed redundant with existing laws.

Trump’s “Unleashing American Commercial Fishing in the Pacific” proclamation argues that commercial fishing can coexist with ecosystem and wildlife preservation.

After reviewing Proclamations 8336 and 9173, President Trump’s proclamation states that properly managed commercial fishing poses no threat to the scientific and historic objects protected by these decrees, as existing laws already safeguard them.

It notes that nine federal laws protect the area’s vulnerable marine species and habitats, and fisheries like the National Marine Fisheries Service effectively manage fish populations. The earlier bans on commercial fishing are said to have unnecessarily restricted American businesses. The proclamation seeks to reopen nearly half of the U.S. Exclusive Economic Zone in the Pacific Islands to commercial fishing.

Unspoken is the fact that China has been fishing there anyway.

In the deep Pacific Ocean, America’s four enormous Marine National Monuments are under siege by China. More than just ecological gems, the sprawling refuges are also underappreciated national security resources, offering quiet hiding places for America’s missile submarines, out-of-the-way testing-grounds, and training areas for various U.S. Defense Department assets.

In total, America’s deep-ocean National Monuments lay claim to almost 1.2 million square miles of pristine ocean, and China, as it pours billions of dollars into seizing much of the 1.4 million square mile South China Sea, is already looking to grab other unsecured Pacific territories, positioning to compromise the sanctity of American’s big Marine preserves. To prevent international encroachment, poaching and other sovereignty-degrading insults, America’s fragile Pacific frontiers need far more dedicated wildlife management and enforcement resources.

The current marine monument managers, the U.S. Fish and Wildlife Service, in conjunction with NOAA, are insufficiently resourced to manage over a million square miles of strategic ocean. Aside from bulking up their small law enforcement ranks, both agencies can use more funding for timely intelligence support, and procuring drones, helicopters, and some larger enforcement craft to better detect, track, document and then intercept and prosecute illegal activity in the deep Pacific.

For some Chinese observers, the resource differential has got to be galling. To secure the South China Sea, China needs an enormous, militarized fishing fleet, a massive maritime militia, a large Coast Guard and a beefy naval contingent. In contrast, the U.S. has quietly tightened sovereignty over an equivalent area, but U.S. Fish and Wildlife Service has no large patrol vessels of their own, relying on an already-overstretched U.S. Coast Guard. It is enviable, but it will not stand up if contested.

The Chinese have floating fishing cities that roam the Pacific. After one passes through, there are no fish left. They take them all.

Chinese fishing boats’ illegal overfishing in the South Pacific has been devastating some island economies.

According to two former U.S. officials, “illegal, unregulated fishing by Chinese vessels has become common in American Samoa and Guam and as far east as Hawaii.”

Samoa, noted for its volcanic peaks and tropical rainforests, is the southernmost territory of the United States.

At one point, a tuna cannery on American Samoa, one of the island’s largest employers, had to temporarily suspend operations due to a lack of fish.

China’s fishing fleets, which reach as far as Latin America, West Africa, and even Antarctica, have been adding to the strain on worldwide fishing stocks, according to organizations monitoring the issue.

In the past, the expansion of Chinese fishing vessels and their overseas reach has been fueled by tax breaks on imported fishing equipment purchased abroad, and by subsidies for fuel and vessel building. But it’s not clear how much of a role these factors have played in the South Pacific.

Members of a Chinese middle class who value high-quality fish in their diet are believed to be eager to acquire the tuna fish which can be found in the South Pacific.

Another much sought-after item is sea cucumber. Sea cucumbers are marine invertebrates related to sea urchins and star fish. They are used in soups and other dishes.

Sea cucumbers are used in traditional Chinese medicine to treat fatigue, impotence, constipation, and joint pain.

Wife’s cousin is a mariner. I used to not believe him.

Also had a work associate who worked the canneries on the west coast as a kid. Did not believe him either.

Now I am. They probably still drag in whales.

Yeah, but not just any dolphin. The dolphin with the finest flavor is the pantropical spotted dolphin (Stenella attenuata).

ships from the area.
Like in the USA most states fishing laws are
designed to make sure you can barely meet your
catch quota. Thus no over fishing.
Same should go for our oceans.
You want lots of salmon, then farm them.
