The Wannsee Conference was in January 1942. That's when the mass exterminations or "Final Solution" was decided. Prior to that, the plan was to use emigration and deportation to make Germany Judenrien. That plan fell apart with the was with Russia, which closed off the route down the Danube, then running the British blockade to send Jews to the Palestine Mandate.

Prior to the war, the French had blocked a plan to send Jews to Madagascar, and the US blocked plans to send them to Cuba. Some were initially sent to Poland (mainly those of Polish ancestry or ties), but that ended up being a temporary reprieve. (Poland didn't want them, either).

There are very few 'good guys' when it came to German Jews in the 1930s.

Ya, it did start in the 30s first with laws excluding Jews from certain professions, owning property etc. and thousand of Jews were arrested and sent to concentration camps. After the war started in 1939, it became worse and eventually after the invasion of the Soviet Union, they came up with the plan to kill every Jew in Europe.
