  • Should have lost or lost the use of both upper extremities and cannot use both arms at or above the elbow
  • Incurred severe burn injuries
  • Should have lost or lost the use of one or more limbs while in services after September 11, 2011, and their balance or movement has been affected, and they cannot move without the aid of canes, wheelchairs, crutches, or braces.

Housing Improvement Program (HIP)
